Port of Umatilla Names Jason Middleton Director of Trade and Economic Development
UMATILLA, Ore. — September 18, 2026 — The Port of Umatilla has named Jason Middleton its Director of Trade and Economic Development. Middleton will lead strategies to recruit, retain and expand businesses; develop domestic and international trade opportunities; attract investment; and advance productive development of the Port’s industrial properties. His work will support the Port’s legislative mandate to diversify Oregon’s economy and expand trade while helping create living-wage jobs and strengthen Umatilla County’s tax base.
Middleton brings more than 30 years of experience in agricultural operations, commodity merchandising, export logistics, infrastructure development and organizational leadership. Most recently, as PNW Regional Manager for United Grain Corporation, he led initiatives that expanded agricultural infrastructure and operating capacity, improved producer access to markets and strengthened regional supply-chain efficiency.
In his new role, he will support existing employers, pursue grants and other funding, market investment opportunities, represent the Port at industry and community events, and strengthen relationships with local, state, federal and tribal partners. He will also provide regular reports and recommendations to the Port Commission on economic development activities and performance.

His background includes directing complex capital improvements, negotiating land-use agreements, making workforce decisions and building partnerships with growers, exporters, government agencies, railroads, utilities, logistics providers, cooperatives, vendors and investors. Earlier in his career he worked as Director of Grain Operations for Pendleton Grain Growers and held positions with CLD Grain and Louis Dreyfus Corporation outside of the local area.
Middleton also brings firsthand knowledge of the Port’s public mission having served as a Port Commissioner. His community leadership includes service with the Oregon Wheat Commission, Pacific Northwest Grain and Feed Association, the Hermiston School District Board of Directors and other regional organizations.
